[tamil] Tamil proficiency exam

Ellorukkum Vanakkam,
        What do you all think about pursuing the matter below? I think we 
should.
Why reinvent the wheel? I think it's best to start working towards some
global standards/benchmark in Tamil proficiency right from now.
