[tamil] A QUESTION TO THE CHIEF MINISTER OF TAMILNADU - NO.5- [SECRET CIRCULAR]

I write this in response to your email dated 26.03.2000 inquiring about the
reliability of the secret circular purported to have been issued by the
Brahmin Samaj, Balghat, Madhya Pradesh.
Thirumoolar, in his Thirumandiram says:
'Service rendering unto humans - who are the walking temples of God is
Rendering service unto God, Himself'.
("Nadamaadak kovil nambarku onru yeeyil
Padamaadak kovil pagavarku athu aamae".)
This is the foundation on which the Dravidian Spiritual Movement endeavours
to function.
The great Dravidian Spiritual tradition has come to us from the Indus Valley
culture, Buddhism, Jainism, Bhakthi movement - Saivism, Vaishnavism and so
on. Service to humanity means preparedness to sacrifice our everything
including our ownselves.
It is with this perception that when the secret circular issued by the
Brahmin Samaj of Madhyapradesh was brought to the notice of my father
(Dr.M.Deivanayagam), he took up the issue with the leaders of the spiritual
and secular institutions, pleading for showing humane -love to fellow-
citizens, as can be seen from the following steps initiated by him. These
measures are taken without fear or malice towards any, in the typical
spiritual tradition of sacrifice for the liberation of people under slavery.
Your questions are:
"a) do you have the original? Would you know who has the original?
b) It is unlikely for any group to be perfectly homogeneous, i.e. there are
likely to be whistle-blowers; there is likely to be a handful of
conscientious persons in the group or who are in some way connected to the
group. Could be the staff who photocopied it. Or the person who licked the
stamps for the envelopes in which the circulars were posted. Or a secretary
who received and opened it for her boss.
c) Is the author of the circular reachable? What is his side of the story?
All stories have at least 2 sides.
Has this circular been reported in the press, credible or not?
Have you brought it to the attention of the press?"
Our clarifications are:
1.
The source of information from which we have quoted the Secret Circular is a
publication, namely ' MULNIVASI TIMES' Vol.1, No.1 of January 1995 - editor
Mr.D.K.Kahaparde. It is now more than 5 years since it was published. It
would be the authorities of the said magazine who would be in a position to
answer all your questions referred to above.

On receipt of the said issue of ' MULNIVASI TIMES', Dr.M.Deivanayagam, my
father, who is the President of the 'FORUM FOR THE PROTECTION OF BC / SC /
STs / AND RELIGIOUS MINORITIES OF TAMIL NADU', which has a membership of 46
communities, placed the copy of the said secret circular for their
consideration and advice. As advised by the said forum, the following actions
were taken.

Copy of the said secret circular was reproduced by Dr.M.Deivanayagam, Editor
of the monthly magazine, ' DRAVIDA SAMAYAM' in July 1995.
4.
In March 1996 a book (100 pages) under the title, ' Why Confrontation with
Sankara Mutt?' (in Tamil) which included a copy of the said secret circular
(Pp.45 - 47) was published by Dr.M.Deivanayagam.
5.
On 27.03.1996 a copy of the said book was sent to the Sankaracharya of the
Sankara Mutt, Kanchipuram for necessary remedial action.
6.
On 14.10.1996 '108 questions to Sankara Mutt' which also contains a question
regarding the secret circular of the Brahmin Samaj (Q.No.101) was sent to the
Sankara Mutt, Kanchipuram.
7.
On 14.11.1996 a copy of the above '108 questions' was sent to the 'Tamilnadu
Brahmins' Association', Chennai with a request to investigate the matter and
take remedial measures.
8.
On 14.12.1996 ' 108 questions to Sankara Mutt', published as a book was sent
to the Sankaracharya of Sankara mutt, Kanchipuram as a reminder.
9.
As we have not received any reply from the Sankara Mutt, Kanchipuram, on
15.02.1997 we sent our appeals along with the copies of the said book, '108
questions to Sankara Mutt' to the Sankaracharyas of the following Sankara
Mutts
i) Sringeri
ii) Puri
iii)Dwaraka and
iv)Joshi Math.
10.
On 20.02.1997 copy of the said book was sent to the Chief Minister of Tamil
Nadu.
11.
On 20.02.1997 copy of the said book was sent to the Prime Minister of India.
12.
As it involves issues on Human Rights, copy of the communications addressed
to the Prime Minister of India was sent to the Secretary General of the
United Nations also on 20.02.1997.
13.
On 12.03.1997, copies of the book , ' 108 questions to Sankara Mutt' which
contained copies of the said secret circular were sent to all the 530 then
sitting Members of the Loksabha (MPs).
14.
On 12.03.1997, copies of the said book were sent to all the 237 sitting MLAs
of the Tamilnadu Legislative Assembly (MLAs).
15.
On 15.08.1997 a book titled 'CHRISTIANITY IN HINDUISM' written by
Dr.M.Deivanayagam and myself which contained copy of the said secret circular
(Pp.No.257- 259) was published.
16.
The said book was released at Chennai on 17.08.1997 by Sri.Kanshiram M.P.
whose name was referred to at point no.6 of the said secret circular.

On 15.08.1997 copies of the said book containing the said secret circular
were sent to the following dignitaries:
i) The Sankaracharya, Sankara Mutt, kanchipuarm
ii) The Prime Minister of India
iii) The Chief Minister of Tamilnadu
iv) The Secretary General, United Nations Organization.
18.
All communications in this connection have been sent to the addressees by
registered post with acknowledgements due, excepting in the case of MPs and
MLAs to whom they were sent under certificate of posting.
19.
Having failed to receive reply from any of the authorities cited above, on
the eve of the Centenary celebrations of Indian Independence on 14.08.1998, a
Sathyagraha offering to chop off our own fingers as a sign of self suffering,
to register our protest against the inaction of the concerned quarters, was
organized in front of 'Kuralagam' near the High Court, Chennai. Due notices
were served to the Chief Minister of Tamilnadu, the Sankaracharya of the
Sankara Mutt, Kanchipuram and the Commissioner of Police, Chennai about the
said Sathyagraha. Government Authorities represented by Thiru. Sivanandi,
I.P.S.. Deputy Commissioner of Police, started discussing the matter with us
and asked for some more time to examine the whole case and we were
surreptitiously persuaded to postpone the said Sathyagraha.
These details were recorded and communicated to all concerned and the same
was published in the Oct. 1998 issue of our Dravida Samayam magazine,with a
view to take the issue to the people.
From the foregoing, I am sure that the conscience of the world will now have
an opportunity to assess the spiritual condition of India which, at present
is totally incapable to respond to the cries of the suffering majority (88%)
of the nation, namely, the BCs / SCs / STs / and Religious Minorities, about
whose future we need to have a clear vision.
Such a Vision and the Demands of the Dravidian Spiritual Movement propounded
by Dr.M.Deivanayagam in the book 'CHRISTIANITY IN HINDUISM (A Conspiracy
Exposed and A Confrontation)' are reproduced (Pp.2&3) below for the benefit
of right thinking people of the world.
"OUR VISION:
(P.No.2)
This book has been published in memory of the Golden Jubilee Year of India's
political Independence. However this has only liberated the land of India,
and not the people. In order to acquire the true liberation of Indians, this
book has been written with a burden to see all the people of India liberated
from Casteism and Racism.
Since the world also has not been liberated from Racism, our vision is to see
brotherhood in the world society. This book brings awareness to the world
society to these social evils which are to be extirpated.
It is the responsibility of each individual to strive for true liberation in
the world society. Let us all unitedly work together to bring equality,
social justice and brotherhood".
"OUR DEMANDS:
(P.No.3)
(ERADICATION OF CASTEISM AND RACISM FROM HUMAN SOCIETY)
1)
To appoint a five year old boy, branded as the lowest caste of India, as Bala
- Sankaracharya in Kanchi Sankara Mutt in order to eradicate Varnashrama
Dharma or Casteism and Racism from the Indian society.
2)
The Government of Tamilnadu, Government of India and the United Nations
Organization should ask the Kanchi Sankara Mutt to fulfil our demand or
should require the Kanchi Sankara Mutt to answer our 108 Questions.
If these demands are not met they should ban the Sankara Mutts since history
reveals that these are the hiding places of the plunderers.
3)
To remove the statue of Sir. William Jones holding the Manusmrithi (book of
rules and regulations for the protection of Varnashrama Dharma or Casteism
and Racism) in his hand which he translated from Sanskrit into English, from
St.Pauls Cathedral Church in England. Sir. William Jones was the root-cause
for the spread of Aryanism in Europe and for the development of Nazism which
led to the massacre of millions of Jews.
4)
Pope to state that they would make a way for non-Europeans to be selected as
Pope.
For the past 1600 years, Europeans utilized Christianity, a non-European
religion since Jesus Christ was a non-European, to select Europeans alone as
Pope. This has led to the wrong ideology that the Europeans are superior by
birth and has led to the development of Racism".
We hope that our humble efforts to bring the said secret circular to the
notice of all concerned, as stated above will awaken and rouse the conscience
of the world to create an EGALITARIAN AND JUST SOCIETY, GUIDED BY HUMANE LOVE
AND GENUINE SPIRITUALITY.
Thus Dravidian Spiritual Movement have been striving for bringing EQUALITY,
BROTHERHOOD, PEACE AND PROGRESS IN SOCIETY, discarding man-made
discriminations in the name of caste, creed or race.
